Actually, they are stairs in a skateboard building school in Canada:
"The Roarockit Skateboard Company runs a school in Leaside, East York (Toronto, Canada), teaching their method of building skateboard decks using a Thin Air Press (vacuum bagging system), and these stairs lead down to the basement. The builder says "The aluminum beam is a solid billet of aluminum and the decks were custom made with concave only on one edge. You should see the look on our students faces when they make a trip to the basement."
